FREDERICK, Md. — A Frederick County grand jury handed up 13 indictments Friday, according to State’s Attorney Charlie Smith, including charges against three teenagers accused of rioting, assault and theft at the Victor Cullen Center.
Bernard Christian Moore, Daniel Ennos and Diego Glay are all charged in connection with an alleged riot earlier this month at the Victor Cullen Center, a state-run youth detention center in Sabillasville.
Moore, 17, of Frederick, and Ennos, 17, whose hometown was not listed, are both charged with multiple counts of first- and second-degree assault, two counts of first-degree escape, malicious destruction of property, theft and riot.
Glay, 19, of Frederick, is charged with first-degree escape, second-degree assault, theft and riot.
Police believe Glay, Moore, and Ennos were involved in a violent incident at the Victor Cullen Center, where they were incarcerated.
The incident began when Ennos assaulted another inmate and shoved a corrections officer, according to previous reports in The News-Post.
Seven other inmates, including Glay and Moore, got involved in what became an hourlong standoff with center staff and Frederick County sheriff’s deputies.
The situation was resolved through negotiations between the sheriff’s office and the inmates, who communicated on radios taken from center staff.
Five of the youths involved were charged as juveniles. Ennos, Moore, and Glay were ordered held without bail while awaiting trial.

The grand jury returned 10 other indictments Friday, according to the Frederick County State’s Attorney’s Office.
Anthony Lattimore, 24, of Washington, D.C., was indicted on charges of robbery, conspiracy to commit robbery, second-degree assault, and theft of less than $100.
Michael Denoon, 23, of Smithsburg, was indicted on charges of first- and fourth-degree burglary, and theft of between $100 and $1,500.
James Baze Jr., 31, of Hedgesville, West Virginia, was indicted on charges of possession with intent to distribute marijuana, possession of more than 10 grams of marijuana, displaying expired plates, driving without a driver’s license, and driving with a suspended license.
Austin Abrams, 41, of Frederick, was indicted on charges of sex abuse of a minor, and three counts of third-degree sex offense.
Jessica Sharrer, 35, of Thurmont, was indicted on charges of sex abuse of a minor and seven counts of third-degree sex offense.
Robert Beck, 50, of Middletown, was indicted on 10 counts of promoting/distributing child pornography, 10 counts of child pornography possession and sex abuse of a minor.
Chung Ming Chen, 42, of Frederick, was indicted on three counts of child pornography promoting/distributing, and three counts of child pornography possession.
Travis David Snyder, 43, of Frederick, was indicted on charges of sex abuse of a minor and unlawful use of a camera in a private residence.
Douglas Latenser, 36, of Frederick, was indicted on four counts of promoting/distributing child pornography and seven counts of possessing child pornography.
Michael King, 29, of Mount Airy, was indicted on charges of possession of fentanyl with intent to distribute and possession of fentanyl.
The cases against the defendants now move forward to Frederick County Circuit Court.
An indictment is not a finding of guilt, and defendants are presumed innocent until proven guilty in court.
